On certain sites, the LinkHints stops appearing after scrolling further up from the top of the page.

1. Describe the bug

On certain sites, the LinkHints stops appearing after scrolling further up from the top of the page. 

2. Steps to reproduce the behavior:

It happens on the page below in Chrome browser.

https://www.law.go.kr/%EB%B2%95%EB%A0%B9/%EA%B5%AD%EC%84%B8%EA%B8%B0%EB%B3%B8%EB%B2%95

In Edge browser, it doesn't occur this problem.

p.s.

The same error that the LinkHints stops appearing after scrolling further up from the top of the page., 
does NOT occur in 'Vimium Options' on Chrome.
(However, Vimium Options has another problem that Vimium C Options does not have.
 Whenever I enter above website, the page up function does not work, 
 but after clicking the screen once with the mouse, it works properly.)

This error that the LinkHints stops appearing after scrolling further up from the top of the page., 
occurs ONLY in 'Vimium "C" Options' on Chrome.
