within some communities (inspire) the identification and authority property in getcapabilites are used to advertise a unique identifier of a dataset, see for example https://geodata.nationaalgeoregister.nl/plu/wms?request=GetCapabilities&service=WMS, which includes for each layer a section

owslib currently does not capture this information, instead a property layer.id is available, but it contains the layer name
suggestion is to add property authority and identifier to the layer object
or can the id property safely be used for this?
