[Feature Request] lock a 'header' and 'footer' widget for scrolling

Description

I like using the tab setup in Homepage and I have a shared widget in my layout that appears on every page, but I'd really like to load that widget data in a locked "footer" at the bottom of the screen, and to also have a custom widget locked at the top if we're scrolling.

Different thought: I'd like the tabs, at least, to remain at the top of the screen when scrolling
