Idea: Expose the last sync time somehow

If we expose the last sync time either by a publicly accessible file or a web API, we could make `worklog.py` auto-detect the start time for its check. That would make generating sync notes marginally easier, and we could potentially add `worklog.py` to CI. Somehow.
