[dev image] use a Jammy based base image

Update [this image](https://github.com/gitpod-io/gitpod/blob/8dc8bea32b67fe6a93d54e84a9ee05aa52191961/dev/image/Dockerfile#L5), to use a Jammy based image, which'll help us dogfood Jammy usage in Gitpod.
