The maximum number of a single color

I want to create a program that can transform any face photo into a pixelated face photo, as shown in the picture. This would allow me to use building blocks to assemble any pixelated image by myself.
However, there is a minor issue - can we set the maximum number of each color?

you would need to change the code for that

You need to add a counter to track the number of times a color appeared, and if it has exceeded the limit to default to a X color.

It is a bit tricky because the image is still a "map" of pixels and not blocks
