x/build/env/linux-arm-bullseye: add GCP builder for ARM32

Arm architecture machines are now available on Google Cloud Platform. We should deploy a set of builders for linux-arm. Currently the t2a machine types have been difficult to create Debian ARM32 builders for. We should investigate alternative methods to create builders.

Noting that one of the limitations of the T2A machine types is that 32-bit mode ELO (guest userspace support) is not supported.
