Create a build pipeline to automatically update webref specs

The webref repository is updated daily - this repo is not.

Create a scheduled job that

• Updates the web-ref submodule (note that this uses the curated branch of web ref)
• Commit the change
• Build
• Commit
• If successful, create a new release and push.
