Enable multiple oracles to collaborate for decentralisation

Create Treasury account + tokens such that they are optionally multi-sig
Enable configuration to support specifying multiple public keys for the oracles
Oracles to use scheduled transactions to transfer and mint tokens
Allow an oracle to run without a known private key for observation purposes only
