outlierdetection, pickfirst: Remove the balancer attribute to skip ejection using the connectivity state listener #7915

As part of #7908, a workaround was added to make Outlier Detection aware that the health listener is to be used for ejection updates. This workaround should be removed once all petiole policies delegate to pickfirst and ejection happens only using the health listener.
