Create the base project and configuration

Branch off of develop-photo-frame and add this issue to the branch name

Base the project on the PyCharm Ide for consistency among contributors
Add gitignore, requirements.txt (Use django 2.2 which is current long term support version and Python 3.7)
Create a django project
Add a readme_django.md file with the most important commands that are used as well as nice-to-know info.
