Possible solutions to avoid collusion:

1. Collecting votes could work, maybe there can be a limit to how many times a person can vote for another person so they can't continue voting for themselves or their friend throughout the game making the distribution of votes more fair

Difficulty here is figuring out what the threshold should be for collusion vs simply finding that person funnier if you're playing with otherwise-boring people... Clearly a lot of games need to be played, under lots of different conditions, with careful notes taken, to figure out the statistics. 😁
