There are multiple issues:
numpy.distutils been depreciated ( says to use setuptools <60 )
c++ builds tools missing.
or simple the bot is programmed with older libs, which seems legit as the project was published 4 years ago.

installing older versions ( in my case 3.7.0) fixes the issue.
