Drop support for writing LIGO_LW XML by default

@FlorentRobinet has expressed a desire to drop support for LIGO_LW XML in the upstream Omicron C++ code. The first step is to stop writing that output format by default.

I doubt this will be done before things slow down when O4 stabilizes.
