hasura actions codegen should not reset existing files

hasura actions codegen overwrites existing files.

This is a somewhat unexpected and error prone behaviour, as forgetting to specifying a newly added action during the executing of the command resets all files.

Before generating each file, hasura should check if a file of the same name already exists in the specified directory and either ask for permission to reset or skip existing files.
