[strategist] v4→v5 forward-port sync has no documented cadence, owner, or process — drift is unbounded between ad-hoc XXL merges and threatens the v5 GA bar #6051
No document describes the process.grep -ri 'forward-port' src/docs/ returns nothing; CONTRIBUTING.md only says "target v4". Cadence, trigger, ownership, merge style (merge-commit top-up per 🔄 sync: top up v5 with latest v4 #5845 vs cherry-pick), DCO handling for merge commits, and review expectations for a 250-file sync are all undefined.
The v5 GA bar (v5 GA bar #6016, src/docs/v5-ga.md on v5) requires green v5 gates over a soak window and a v4→v5 migration guide. Both get strictly harder the longer drift accumulates: each sync grows superlinearly in size and review difficulty, and a red sync PR blocks the v5 gate signal.
Rationale
v4 release velocity is the project's strength; unbounded v5 drift converts that strength into GA risk. Every week without a sync makes the next sync less reviewable (an XXL merge is effectively review-by-trust), and the GA bar's "green v5 gates for the agreed soak window" cannot be met while v5 oscillates between stale and mid-XXL-merge. A documented policy also lets the work be shared instead of resting on whoever notices the drift.
Proposed Next Step
Add a short src/docs/v5-sync-policy.md (planning doc, PR to follow) defining: sync trigger (e.g., every v4 minor release or when drift exceeds ~50 commits), owner rotation, the merge-commit top-up procedure used by #5845/#6046, DCO/sign-off expectations for sync merges, and what reviewers of a sync PR are actually expected to verify (port completeness list vs line-by-line).
Files/cluster claimed by the follow-up PR: new file src/docs/v5-sync-policy.md + index link in src/docs/README.md (v4 branch). Disjoint from open hold-gated PR #6050 (v2/docs/env-vars.md) and from #6046 (v5-branch sync content itself).

Strategic Finding
Type: roadmap-gap
Horizon: near-term
The v5 line depends on periodically forward-porting v4, but the process exists only as tribal practice:
origin/v4is currently 132 commits ahead oforigin/v5(v4 shipped v4.12.6→v4.16.1 in roughly the last week alone).build-and-testandDCO).grep -ri 'forward-port' src/docs/returns nothing; CONTRIBUTING.md only says "target v4".
