Unable to start Samba Share when Pwned passwords database not accessible #3908

Describe the issue you are experiencing

Samba Share did not start when Pwned password database service is not available.
Supervisor by starting the addon is checking config saved credentials against Pwned password database .
When the IP addresses of the Pwned database servers are not accessible, Supervisor does not
allow to start the addon. Please add feature to the config as it is by NUT addon -
i_like_to_be_pwned: "true" to have oportunity to avoid checking the cresentials against pwned database.

2.Block access to pwned service IP addresses
3.Try to start addon
