open website http://homeassistant.local:8123 is redirected to: ttp://homeassistant.local:8123/onboarding.html but website is not loading.

Installed file: haos_ova-13.1.ova
Home Assistant Core: 2024.9.2
Hardware: Synology DS723+ / DSM 7.2.1-69057 Update 5
Browser: Chrome, Brawe, Firefox
Security: Norton 360. But also no change after deactivating.
Norton support promised me, that Norton is not blocking.

Steps to reproduce the issue

1. Install haos_ova-13.1.ova on a VM
2. allgemein: CPU: 2, working space: 4, grafic-card: vmvga prio: normal
3. memory: diskspace: 32 GB
4. network: Hausnetz ( special network )
5. other: ISO-file for systemstart: disconnected, additional ISO-file: disconnected, Autostart: yes, boot from: virtual file disk, Tastaturlayout: de ( does not work, it is an english ), virtual USB-controller: USB 3.0, USB-Device: disconnected
6. authorisations: admin, my personal admin user, my personal user
7. start VM
8. open webbrowser http://homeassistant.local:8123/ is redirected to: http://homeassistant.local:8123/onboarding.html
9. website is empty
