Allow retry if a spot instance terminates during the final upload stage

• Encountered a task that completed ODM, but then seemed to be cut off during the upload.log (perhaps the spot instance shut down).
• We need to handle this scenario:
  1. Either ODM can successfully restore progress from this point (although I wouldn't be sure if there is only a partial asset upload...)
  2. Or we need to clear the ODM dir and try again from scratch.
