Add Federated Learning

Hi,

I would like to add a new category "Federated Learning" and directly list Flower (https://flower.dev/) and the tutorial on how to train distilbert-base-uncased federated (https://github.com/adap/flower/tree/main/examples/quickstart_huggingface).
Flower is a fully agnostic federated learning framework that has a unified approach to federated learning, analytics, and evaluation. You can federate any workload, any ML framework, and any programming language.

I think that "Federated Machine Learning" is a specific case of the more general category "Distributed Machine Learning".
Nerlnet is an open source library for research and deployment of distributed machine learning (include federated learning) for IoT.
