Connect `monaco_themes` to front end

• Place themes into ide/data dir right before build time (symbolic link, mv, cp -r, etc.)
• Dropdown on front end with the theme names
  • Can this replace the sign in with puter button?
• Theme select changes the:
  • Editor foreground, background, syntax etc.
  • Changes the website theme as well (reference monkeytype)
• Store theme in local storage
