Add in a page on regrade policy

As it is, some students are unaware that we have a regrading policy. We should have a regrade policy added to the syllabus portion, or a separate page (in fact, perhaps the autograder/regrades can go into a separate page). We need not fill up the details of the regrade system until the end of the semester. We can always first say

Regrades Policy
At the end of the semester, we offer regrades <blah blah blah>.

More information on regrades will be provided when the end of the semester approaches.

then add in the information once we've finalized everything. This will help in making sure students are aware of our regrade policies, instead of keeping them in the dark
