Description
Why
With the CIP published (#333), the protocol design is much less of a moving target and much more suitable to investigate what would need to change for Leios?. Conducting an impact analysis is useful to identify which systems and components will need to be adapted for Leios, as well gauge the complexity of changes we expect at this time. Thoughts collected here will be refined in a more detailed node-level technical design (#542) and inform the implementation plan. Making the impact analysis public will also help the community better understand the consequences of the proposed consensus change.
