Problem

There is no good indication that the frontend manifest is missing when that is the case - leading to frustrated users and bug reports

Suggested solution

Adding a helpful error message and pointing to an FAQ entry explaining why this might be happening (e.g. the frontend manifest is missing due to the deployment method).
This could be dependent on the current installer method used.
