Describe the bug

Currently the fsac.cache files are hard-coded to use <project file directory>/obj/fsac.cache here. This results in overwriting intermediate files when projects coexist in the same directory. Our logic here should change so that the value of the BaseIntermediateOutputPath property (defined on this page) for the project.

This would allow for customized solutions to work uniformly.
