Fragment and vertex shader file templates initialize empty files #679

Creating a new vertex/fragment shader file through the RMB -> New -> Vertex Shader... menu is supposed to intialize a new file based on the files here for fragment or here for vertex shader. Instead what actually happens is you get an empty file.

The issue seems to behave exactly the same in both project and files tabs of the file tree.
