Is there a plugin or something I can export diagram to a site which can click?

Hi all, I am a network admin, and I want to make a diagram to help my colleague to solve their network problem.
I had already draw a diagram, which can help them find one step by one, like this:

Well, then I want to make a simple website, which my colleague can click one by one to find the next solution, for example, he will only see "my net is down" , after click wire, he can find "is the network card light green?", then click yes or no, and step by step to found the final answer. If this site also support mobile phone view, that will be great.
