Scale up from the original image to meet requested puzzle piece count

When the original image size is too small to meet the desired piece count; the original image can optionally be resized to meet the piece count. This should be an option that could be toggled on since it would normally adjust the piece count down to meet the original image size. With this change, someone that submits a smaller image that is only 500x500 pixels large could create a 1000 piece puzzle that would be much larger than the original image.

The default setting should be off for this in the puzzle form to meet the current functionality.
