Allow download of the Insanity spreadsheet

The Insanity Uploader script already uploads the insanity list. It would be good to have a way to download the current status as Excel.

This is in progress. Instead of making an XLSX download, you can use Excel's power query to connect to the JSON data source at /projects.json. This should be described on the Wiki as it is a bit complicated, but works very well once set up. Further changes are needed to the Insanity Uploader and maybe this program to allow the table to be re-uploaded with changes.
