In short:

Assembly latest chisel3 version, mill binary and mill cache: https://github.com/jlsemi/scratchip-binary/blob/master/.travis.yml
Package these as pip:

Change requirements.txt https://github.com/jlsemi/scratchip/blob/master/requirements.txt
