Weird delays introduced with Mojave

Just upgraded to Mojave (10.4) and now there is a strange delay in xmark updating a browser window. This delay freezes vim too (even with job control). Delay is noticeable and annoying, <1 sec, >500 msec.

Mojave has changed how OS X handles Apple events. Maybe this change has introduced the issue?
