Short Summary
When opening the menu initially it appears right under the cursor, but opening it on separate monitors makes the menu more offset from the cursor position every time, and offscreen at times.
Steps to Reproduce the Issue
- Open the menu
- Close it
- Open the menu on a separate display
The menu should be a bit offset. Continued opening and closing offset the menu even further.

This behaviour is new in 2.3.0, as in 2.2.0 it worked without this issue.
