PDF not viewing for chrome on android devices

Describe the bug
Due to the incompatibility of iframe with some common web browsers, PDFs in 'View Documents' do not show in preview. Chrome is the default for many budget phones, so this is a severe issue impacting accessibility.

Additional context
Consider replacing iframe with a well supported library like pdf.js
