Add GitHub Issue templates for consistent project tracking

Goal

Standardize how issues are created in this repo by introducing lightweight GitHub Issue templates that match the project’s workflow and default labels.

Scope

• Add a Task / Enhancement issue template aligned with the project’s Goal / Scope / Outcome structure
• Add a Bug report issue template that captures the minimum needed to reproduce and diagnose issues
• Keep using GitHub’s default labels (no custom taxonomy required)
• Ensure templates stay lightweight and do not introduce unnecessary process overhead
• Add an Issue template configuration file (if needed) to keep behavior intentional (e.g., allow blank issues)

Outcome

• Issues are easier to write and easier to read months later
• Work is tracked consistently without extra ceremony
• Labels are applied predictably, supporting automated release note grouping

Completed via PR #19. GitHub Issue templates are now in place with clear contributor guidelines.
