注明插件对 server 服务的依赖 #138

4.16 起 server 已经不是内置服务了，因此有必要对相关文档进行调整：

将 server 移除出内置服务的 API 部分，转移到官方插件部分
依赖 server 的插件应当注明此依赖关系
