[BUG] TBody mishandled in table implementation

Current Behavior

Mishandling of TBody resulting in several Tbody elements rendered for each row in the table. This occurs in several tables across the app resulting in layout inconsistencies.

Example:

This issue is currently awaiting triage.
If contributors determine this is a relevant issue, they will accept it by applying the triage/accepted label and provide further guidance.
