Build file parsing functionality

• Look into how a file would be uploaded in FastAPI and follow that pattern to receive data to provide to the Job creation
• Read the data and parse the relevant columns to be provided to the Job which is then used to iterate the creation of the RequestSpecs
• Column selection should be based on the column names; for this version just default column names as expected whereas in the future it might read automatically but allow mapping the columns
