What would you like to be added:
Add manifest to Windows Package Manager repo: https://github.com/microsoft/winget-pkgs

Why is this needed:
Would be nice to install kind from winget.

I have zero time for this [EDIT: I don't think our other maintainers do either, which I was not explicit about], currently we don't even have a solution for windows CI #1529. A user contributed kind in chocolatey if that helps. Kind also supports go get and has binaries available to download.

I made the latest version at the time of writing (0.20.0) available via winget. You can install it using:

winget install Kubernetes.kind

It doesn't seem too difficult to run a GitHub workflow when a new version gets released that submits automatically a PR to the Winget repo to update the manifest. Would the maintainers accept a contribution in this sense?

this does not necessarily has to happen on the kind repo or has to be maintained by kind maintainers, I encourage the people interested in winget to create this github action in their own fork or repo, we can always revisit later and add it to kind
