What should be cleaned up or changed:
kubernetes-sigs/gcp-compute-persistent-disk-csi-driver upstream tests must run on Windows dashboard for Windows clusters and be part of the current periodically run schedule, after a failure on a downstream GKE test against the GCEPD CSI driver on Windows.

Provide any links for context:
On Kubernetes v1.32 after bumping Golang to 1.23, an issue was found on downstream tests, skipped on upstream tests, this issue propose adding the tests on the current board
