Delay HCO periodic, to catch CDI nightly build (#3914)

Reschedule the HCO nightly build to 4:02 AM, to make sure the CDI nightly (scheduled to 3:02 AM) was already done, and the new CDI images and manifests are ready to use. Signed-off-by: Nahshon Unna-Tsameret <[email protected]>
