prow,workloads: Add files to bootstrap the new prow workloads cluster #3952

What this PR does / why we need it:

A new prow workloads cluster is required due to the old cluster being affected by a datacentre closure.

@brianmcarey: Updated the job-config configmap in namespace kubevirt-prow at cluster default using the following files:

  • key project-infra-postsubmits.yaml using file github/ci/prow-deploy/files/jobs/kubevirt/project-infra/project-infra-postsubmits.yaml
