Separate persistent data on path deployments from EVCs to ensure flows needing to be removed aren't forgotten

Part of achieving one of the goals presented in this comment.

Old flows for evcs may be forgotten, with the current implementation. Making the persistence of Paths separate from the EVC ensures that the flow removal process is independent of any state changes to the EVC.
