Inventory Manager does not replenish items into the off hand slot

**Describe the bug**
The offhand slot is not being replenished by InventoryManager with auto refill on

**To Reproduce**
Building blocks in off hand

**Expected behavior**
InventoryManager refilling the offhand slot like other hotbar slots
