Translatable collection

Is your feature request related to a problem? Please describe.
It appears that the collections are not translatable. This makes it impossible to translate a form which uses collections for radio buttons for example.

Describe the solution you'd like
Make the values column of bolt_collections translatable and add a language switch to the resource.

Describe alternatives you've considered
There are no clear alternatives to me, since the ID of the collection is added to the field, so creating separate collections for each language and linking them to the field is impossible.

Would you allow a PR for this?

I think I just missed the collection resource, and no one requested it before :)

unfortunately this looks like a braking change! so I'll try to implemented it without braking everyones apps :)

also are you looking to translate the values also?

@atmonshi I was already working on a PR, so I just pushed it.

The data transformation from non-translated to translated fields is not yet done. I think this is best achieved via a migration or command. See PR #360.

not sure tbh, I have to test more and I am trying to avoid BC till v4.

@atmonshi I noticed that the field description and help fields are also not translatable. Since they are stored in one json column, this might also be tricky.
