Space between header and relation table if there is no searchbar

Description:

When having a HasMany relation on the detail view, there is a 'create' button and a searchfield. But when we disable the search option and a user is not permitted to create new records, there comes a ugly space between the header and the table.

You can see the whitespace below the text 'Invoice Lines', I think is should look the same as with the TImestamps header

This also looks strange is you only have the create button and no searchbar.

Detailed steps to reproduce the issue on a fresh Nova installation:

Action dropdown is also the same line with Create button. Not going to change this at the moment.
