Please Update Zoo Release Version

Latest release of Zoo is 2.3.2, which requires protobuf < 3.21. Although this constraint is solved in main, the whl distrubtion is still old. The latest release of Larq compute engine uses python=3.12 and tensorflow=2.16, so it depends on protobuf = 4.X. This means the latest release of zoo and compute engine has conflicts. Pelease update zoo release version to align with compute engine.
