Update Use Cases to encompass energy management

The current Use Cases are primarily focused on carbon-related projects. However, with the recent name change from "Carbon Data Specifications" to "Connected Data Specifications", this project is expanding its scope to include many other energy management use cases beyond just carbon emissions management.

So, this issue is to track updating the Use Cases from more carbon-focused to more energy-management focused, which still includes carbon emissions management in scope (this update is broadening the overall working group scope).

• Update use-cases.md and other relevant website pages with changes to address this issue (Maintainer).
• Open a new pull request with the changes (Maintainer).
• Working group reviews and provides feedback or approval (Working Group participants).
• When consensus is achieved, pull request is merged into the repository, which updates the website (Maintainer).
