Resolve topology inconsistencies

Topology: This is currently inconsistent.

-How many levels of nesting should we allow up and down?
-Should we allow nesting for regions over?
-André and I propose forcing one level up and down and over
-Add a whole system map?

• We are treating connected PSRs differently
• Henry & Andre suggest restricting all up/down/over for simplicity

• how is transmission discoverable?
• How should it be defined? Is it different than a PSR?
