SDL Vulkan doesn't respect VK_MSFT_layered_driver - uses DZN despite native vulkan ICD being present.

SDL Vulkan enumeration should sort non-native client drivers with less priority than native client drivers.

This seems to only be an issue for the SDL GPU Renderdriver, as opposed to the SDL Vulkan Renderdriver.

Using the attached build, which is preconfigured to Vulkan (https://filebin.net/wi5podqzbh9l0lrx)

File Menu, Open Gameboy, select the included homebrew test rom, the native device is used and runs fine. (If available)

File menu > Close to end emulation

Options > Video > Configuration | Change SDL Renderer to GPU (From Vulkan)

Run the game again, the DZN vulkan renderer is used, and crashes.
