[BUG] Nvidia Passthrough no longer works

Current Behavior

Inside the DinD layer vulkaninfo and such work fine, but no matter the host and driver version with current docker and nvidia container runtime Vulkan is not available inside the workspace containers in the DinD layer.

Expected Behavior

Nvidia passthrough to work on most hosts

Steps To Reproduce

We used to be able to resolve this with setting nvidia to the default runtime inside the DinD layer but something has changed.

Environment

- OS:Debian Bookworm
- How docker service was installed:Docker repos

CPU architecture

x86-64
